SSDM and Extraterrestrials

The SSDM suggests that as a species develops, they work through their LOEMMS and progress to higher and higher developmental levels. This would seem to suggest that somewhere out there in the universe there should be plenty of highly evolved benevolent species who are expanding through the universe. Chances are pretty good that they might bump into us sooner or later. And yet, when I look at the information and stories about possible extraterrestrial contact and UFO sightings all over the world, none of these suggest beings from the sort of highly evolved species predicted by the SSDM. Most of these stories are very likely fabricated by fellow humans, and the aliens they fabricate are at the same developmental level as their authors. Even the idea that various gods and goddesses in various cultures seem like very human fictional constructions.

That leads me to believe that my vision of the SSDM might be overly optimistic, assuming that mental development goes hand in hand with technological development. Also overly optimistic might be the idea that a more mentally developed species would be exploring the galaxy trying to help and uplift other species who are still struggling to get past the dreaded Stage 2 of the SSDM.
